The use of e-cigarettes
What separates e-cigarettes apart from conventional cigarettes is that e-cigarettes do not contain any tobacco. This means that they do not involve any burning, and they do not create any carbon monoxide, tar or smoke. E-cigarettes function through the heating of a solution made up of water, flavouring, propylene glycol, and, commonly, nicotine. The heated solution creates a vapour which the user can then inhale.
The use of an e-cigarette is usually referred to as "vaping" rather than smoking due to the fact that there is actually no substance being burnt. In the year 2019, it was estimated that almost three million people, which is 5.7%, aged eighteen or over in Great Britain were users of e-cigarettes.

Regulation of e-cigarettes
There have been very different approaches when it comes to regulating e-cigarettes in international territories.
Before the Tobacco Products Directive, also known as TPD, was introduced, the UK originally regulated e-cigarettes as a type of consumer product that was subject to the already existing product safety regulations.
Some countries have taken this further and altogether banned the sale, distribution, and importation of e-cigarettes.
Other countries have absolutely zero regulations put in place at all. A different approach to the situation was also considered by the UK government.
The idea was to regulate all kinds of nicotine-containing e-cigarettes as a type of medicine.
Even though the UK Medicines and Healthcare products Regulatory Agency had plans ready in the year 2013 to implement this approach, the whole plan was superseded due to the introduction of the TPD.
